Carmen Rustenbeck, Founder & CEO

Carmen Rustenbeck has been involved in non-profit work for over 20 years and active in the pet care industry since 2004. By creating and implementing a development plan that details how the organization gains members to create a powerful voice for the industry, and identifying areas of service never before provided to our industry, as Founder & Executive Director of IBPSA Carmen is committed to building a member-centered organization that promotes the best practices and strategies for helping our industry reach its full potential.

Kelly Cullum, Board of Advisors

Kelly has served on IBPSA’s board since 2019. She is the former COO and Corporate Officer of Biotech/Diagnostic Medical Device Space. Kelly was an officer within Idexx Laboratories serving domestically and internationally. Working within the Veterinary diagnostic arena provided the spring board to opening her first facility in 2004 followed by a second facility in 2012. Multimillion-dollar top line performance and benchmark bottom line delivery are highlights of Best Friends Fur Ever (BFFE). BFFE employs 85+ people, participates in local rescues by fostering 12 dogs on a rotating basis as well as major fund-raising ventures with local shelters. Kelly also serves on the board of local Humane Societies and is networked in 6 major C level groups.

Leslie Fleuranges, Board of Advisors

Leslie Fleuranges has leveraged her considerable talents to provide groundbreaking products and services that make life better for others. As founder, owner and Comforter-in-Chief at Tender Loving Care Pet Nursing Hotel, Leslie provides a home away from home for elder, sick, anxious, mobility limited and special needs cats and dogs. Leslie’s entrepreneurial spirit and her compassion for all creatures fuel her dedication to her one-of-a-kind business.

Throughout her career, Leslie has been a trailblazer in discovering consumer insights and transforming them into products and services that fill a genuine need in the marketplace. Whether speaking directly with consumers or acquiring and synthesizing industry data, her affinity for insight-driven innovation has empowered her to grow dynamic brands for Fortune 500 companies including Hallmark, Block Drug, Conde Nast, Unilever Lipton, Clairol and American Home Products.

Annette Uda, Board of Advisors

Annette Uda, the visionary president of Aerapy Animal Health, has been at the forefront of indoor air quality since 2008. With an intimate understanding of what it takes to eradicate disease from animal care environments, Annette’s deep passion for the industry and unwavering commitment to mitigating disease transmission have driven Aerapy to excel in commercial-grade UVGI air and surface disinfection technology. Her dedication to human and animal health led to patents, design awards, and Emergency Use Authorization during the pandemic, garnering prominent media recognition.

Annette, a published writer and sought-after speaker, actively contributes to ASHRAE committees, shaping UV technology and air disinfection standards. Her breakthrough technology not only safeguards spaces of all sizes but also places paramount importance on research-backed methodologies. Studies published in medical journals validate its efficacy, showcasing its ability to eliminate up to 99.99% of animal and human pathogens in just one air pass.

Anna Radle, Board of Advisors

Anna Radle is an experienced pet care professional, business owner, and industry coach with more than two decades of hands-on leadership in animal care operations. She is the owner of Fieldstone Animal Inn, a full-service pet care facility in Maryland that has grown from a small operation into an award-winning, highly respected business known for its commitment to humane care, staff development, and operational excellence.

Anna brings a deep understanding of the real-world challenges faced by independent pet care businesses, having built her company from the ground up with limited resources. She is widely recognized for her creative problem-solving, ability to navigate regulatory and operational constraints, and passion for helping business owners find practical, sustainable solutions that prioritize both animal welfare and financial health.

In addition to running her own facility, Anna works as a coach and consultant to pet care business owners across the country, supporting them in areas such as leadership development, pricing and profitability, team culture, systems implementation, and long-term sustainability. She is a strong advocate for continuing education, collaboration, and elevating professional standards within the industry.

As a board member of the International Boarding and Petcare Services Association, Anna is committed to advancing best practices, supporting independent operators, and strengthening the future of the pet care profession through education, innovation, and community.
